Search Morvunskar for Sam and the Staff.
1 of 2: Go up to Sam and talk to him to finish the quest and get the Sanguine Rose staff, after which you'll be teleported back to the inn where you did the drinking contest.
2 of 2: Note that the dremora that the staff summons is leveled, and you have to be level 46+ to get the most powerful kind.
