The Elder Scrolls V: Skyrim Hints
Get access to Hjerim.
1 of 6: You could try to pick open the lock on Hjerim's door, but it's a tough master-level lock. It'll probably be easier to get the key.
2 of 6: Now's a good time to get some assistance from Jorleif.
3 of 6: Return to the Palace of the Kings and ask him how to get into Hjerim.
4 of 6: He'll say that Tova Shatter-Shield has the key, so follow the new quest arrow to find her. (Note that if it's night, she'll probably be locked up in her house, and it would be easier to wait until the house is unlocked the next morning.)
5 of 6: Either pickpocket the key to Hjerim from Tova, or talk to her to get it.
6 of 6: Once you have it, return to Hjerim and enter it to get the next objective.
