Find some Mammoth Tusk Powder.
1 of 3: Note that this isn't the same as the powdered mammoth tusk ingredient item, so it won't do.
2 of 3: A quest arrow marks the giant camp called Stonehill Bluff, so go there. See the Whiterun section of the World Map Exploration Guide if you need directions.
3 of 3: Follow the quest arrow to a large stone bowl with the mammoth tusk powder in it. If you're careful, you'll be able to get the powder and leave without antagonizing any of the giants.
