The Elder Scrolls V: Skyrim Hints
Defeat Jaree-Ra.
1 of 6: Sneak over to where you can drop into the water, then check next to a large underwater rock for a skeleton and a chest.
2 of 6: Swim down to the north end of the area, watching for another underwater skeleton next to a rock as you go. (Note that a Waterbreathing spell or item would be handy for letting you stay underwater without having to surface and risk being seen.)
3 of 6: Turn east and loot another skeleton and chest next to a rock, then swim down to the base of the large wooden structure that Jaree-Ra is on.
4 of 6: Look just past the structure for a half-sunken boat with a locked chest on it, then get on either of the boat's two ends and see if you can snipe at any of the marauders on the wooden structure.
5 of 6: If you're on the west end of the ship, you may be able to shoot Jaree-Ra himself. In any case, fire some arrows his way, then shoot down the marauders as they run into range. Even if you're spotted, you should be fairly safe if you stay on the boat (though watch out for an enemy archer firing down at you from a high-up rocky arch).
6 of 6: The quest will be completed when Jaree-Ra dies, though you may still have marauders to kill. (Note that if you reenter the water and swim back the way you came, you may be able to leave without fighting any more of them. However, that would keep you from fully looting the area.)
