Meet Delphine at the stables.
1 of 3: Leave the inn and go back through Solitude's gate, then head down the path to Katja's Farm.
2 of 3: You'll find Delphine next to the windmill. Talk to her to get an invitation and some suitable attire.
3 of 3: Go to inventory and put the party boots and party clothes on, then talk to Delphine again and say you're ready to go.
