Take Torygg's War Horn to the Shrine of Talos for Elisif the Fair.
1 of 5: After finishing the "The Man Who Cried Wolf" side quest, talk to Jarl Elisif the Fair in Solitude's Blue Palace to get this objective.
2 of 5: Make this objective active to find that the specified shrine is east of Whiterun, and a short way north of Graywinter Watch.
3 of 5: Go down to the river that's just north of the watch, then head north toward the quest arrow until you find the shrine in a little recessed area.
4 of 5: Move up to the base of the statue and activate it to place Torygg's horn, then return to the Blue Palace.
5 of 5: Tell Jarl Elisif that you placed the horn at the shrine to finish the quest.
