Why can't I grab these ammo/armor packs?
1 of 3: Some packs can only be picked up by whatever team currently controls the particular command point in the area.
2 of 3: If you cannot grab the packs that are lying around, chances are your team does not have control of the local command point. Get a flag on the nearest command point to gain access to the packs lying around.
3 of 3: Health kits are not usually restricted by team.
