How do I get the doors inside the police station functioning?

1 of 8: First, talk to the sergeant behind the desk until she tells you the door is broken. (You might need to try a few different excuses.)
2 of 8: She'll tell you that she needs some repairmen to fix it.
3 of 8: Have you talked to the guys to the right of the phones? Don't they look like a couple of repairmen?

Keep talking to them until they tell you that they're on lunch break and that only an emergency work order form will get them back to work.
