2 of 3: You might have run across something that Tony couldn't identify. It was half-buried in the sand; you might have thought it was just part of the scenery.
3 of 3: Go to the Romantic Corner and down to the sewer outlet. Pick up the thing sticking out of the sand, then look at it in inventory. Use it to open it, then look at it again.
