Try things repeatedly...
Not all puzzles are accessible the first time you encounter them. There are a number of actions, puzzles, etc. that are only accessible after some other event has happened, some other location has been visited, or some other puzzle has been solved. If you have tried something that you think should work (but didn't), or if you cannot seem to progress in a specific location, try it again after you have encountered some other circumstance, visited some other place, or obtained some other object. Any of these could be the "trigger" that is necessary to activate the new object, puzzle, action, etc.
It is helpful to make note of any item that you can look at closely (or even items that just look as though further interaction might be possible) -- whether or not you can currently interact with it. Then after you solve another puzzle -- even one that seems totally unrelated -- you will have a list of puzzles you could re-visit.
