Why can't I shoot underwater?
1 of 3: Only one weapon works underwater. Until you find it (and even sometimes after you do), your best bet is to head back to dry land as quickly as possible and shoot from there.
2 of 3: The harpoon gun will fire underwater.
3 of 3: You'll find one in the bunks in the Offshore Rig level.
