1 of 3: The Gold Dragon is underwater, in the section you'll reach just after the four flame burners.
2 of 3: It's right next to the switch at the bottom of this underwater section that opens the exit from the section.
3 of 3: There's not much of a trick to claiming it -- if you're running out of air, just resurface and make another pass underwater to get it.
