The Elder Scrolls III: Tribunal Hints
The Warlords
of 15: You can get this rather ... suspicious ... quest in the Vacant Manor in Godsreach. Go down and talk to Dovor Oren about "business", and he'll ask you to "assist" him by getting a sword and cuirass from Soscean, who's in the Winged Guar, also here in Godsreach. (You'll need a disposition of about 60 before Dovor will trust you.)
of 15: Soscean's in the basement of the Guar, but he won't talk to you at all, so you have no way of taunting him into fighting you. There are also lots of witnesses here.
of 15: Your best bet to avoid any sort of fines is to cast a Frenzy Humanoid spell at a high enough level to make Soscean attack you. This should avoid any fine or other attention from the guards. (Note that even a Frenzy Humanoid spell of 100 points may not work right away, so keep trying it until it does.)
of 15: Report back to Dovor, and he'll give you a relatively measly 5000 gold for the sword and cuirass when you talk to him about "Soscean". (The cuirass itself is worth 30,000 gold. Thankfully, you have a chance to get it back later.) "Assist" him again, and he'll send you to Felvan Ienith. Felvan wants a robe and axe from Elanande in Godsreach.
of 15: You'll find her on her own on the west side of Godsreach's outdoor region. There probably aren't any guards in sight, so you can just attack if you'd like, or cast a Frenzy spell if it makes you feel any better.
of 15: Take the items, go back to Felvan, get another measly 1000 gold reward, and then get your next quest -- Dovor tells you to talk to Olvyne Dobar, who wants you to retrieve a spear and helmet from Bels Uvenim near the Temple.
of 15: Bels is on the west side of the Temple Courtyard. Again, you're probably safe just attacking him, without fear of getting caught. His items aren't all that valuable, and Olvyne gives you 1000 gold.
of 15: Dovor wants you to finish one last quest for his "cause" -- retrieving a mace and amulet from Suldreni Salandas in the Great Bazaar.
of 15: You'll find Suldreni on the stairs on the west side. Again, you may need Frenzy here. Your reward when you're done is 4000 gold. But before you do that, there is one other way to solve this quest. (You really don't want to let a guy like this off with these treasures so easily, do you?)
of 15: Don't turn in the mace and amulet yet. Instead, talk to the other two conspirators first.
of 15: If their disposition is very high, 90 or so, Felvan Ienith will tell you he's "scared" the next time he greets you. (Bribe him, then say goodbye, and talk to him again if necessary.) Talk to him about this several times, and convince him to turn himself in to the authorities.
of 15: You can now have the same conversation with Olvyne Dobar, and the two of them will agree to think it over.
of 15: Now turn in Suldreni's mace and amulet to Oren to get paid for them.
of 15: Come back a few days later, and you'll find Dovor Oren dead at the hands of his former "partners". If you go to the jail in the palace basement, the two will be in cells here, having turned themselves in. (This option will be gone if you give Suldreni's stuff to Oren before talking to the others about "scared.")
of 15: As a final note, you can now get Soscean's Cuirass and all of the other stuff you gave Oren off of his dead body. (The things you gave Felvan and Olvyne are gone. Seems to me like they should be in the jail's evidence chest, but they're not.)
