1 of 9: You'll first find this quest in your journal when you talk to the Pawnbroker, Ten-Tongues Weerhat, about his "special offers." (You'll need a disposition around 60 before he'll trust you enough to actually sell you any scrolls cheaply.)
2 of 9: This doesn't seem like much of a quest right now, but it's in your quest listings for a reason. Maybe you should do some more investigating.
3 of 9: If you get his disposition up fairly high and then ask Ten-Tongues why the scrolls are so cheap, he'll blab on his source, Ahnia, a Khajiit in the sewers.
4 of 9: Specifically, Ahnia will be right at the entrance of the Bazaar Sewers. Talk to her about Ten-Tongues, and she'll attack you, leaving you no choice but to kill her back.
5 of 9: Mention to Ten Tongues that Ahnia is dead, and he'll give you a book called "Private Notes - DO NOT READ".
