How can I get past this room if it's completely dark?
This problem happens to some people who have PCs with certain older ATI Radeon graphics cards (such as the Rage Fury Pro/Xpert 2000 Pro). No patch to the game (even 1.6.1820) fixes it, but it's easy enough to fix using the TES Construction Set.
Run the Construction Set program and load up Tribunal.esm. On the World menu, choose "Interior Cell...", then click on the down arrow next to "Abaelun Mine" near the top of the window. In the list that comes up, scroll down to "Sotha Sil, Dome of Serlyn" and click on it. Find the "Fog" section and change the Density from 0.00 to 1.00, then click OK and save this change off as a new ESP plugin file. To make sure it takes effect, choose "Data Files" from the game's launcher menu and double-click next to the name of your new ESP file so that it gets checked. Then click OK and play the game.
If that doesn't help, or you don't want to mess with the Construction Set and ESP plugin files, try cheating. You can just teleport yourself to the next location by hitting ~ then typing coc "sotha sil, hall of sallaemu" and pressing ENTER and ~ to exit the cheat console.
