Try things repeatedly...
Not everything "works" the first time. There are a number of actions, puzzles, etc. that are only possible after some other event has happened. If you have tried something that you think should work (but didn't), try it again after you have encountered some other individual, held some other conversation, visited some other place, or encountered some other event.
For example, TSA is "smart" enough to prohibit your access to a "secret passage" until you have been TOLD about the secret passage!
