1 of 3: There are two gems on the beach where you arrive.
2 of 3: The other are two more on the upper level of the island.
3 of 3: There is a hole in the wall in the throne room that leads to the upper part of the island. It's not the ladder that leads down, but it is close. Note that you can't get there until you've been to see the queen.
