There is a well in a small temple you can find after swimming through the underwater tunnel. To get past the bars, jump up and press the face that sticks out on the pillar near the entrance. Before you get the Super Health from the well, use your Dispersion Pistol on alternate fire to blow the little fish from the water. You can then safely get the Super Health.
