1 of 4: Note that the trackers will only start the passive scan if they've managed to Active Trace you a few steps. About two bounces between the Log computer you want to modify and the last Active Traced system should do the trick nicely and go around any possible bugs.
2 of 4: You can also take advantage of the fact that there are regular missions that want you to do whatever it is they want you to frame the poor sod for.
3 of 4: For example, pick an Illegal Transfer mission and a Bank Fraud assignment.
4 of 4: Now just do the transfer as you would normally and then Modify the logs in one of your bounce systems. Double money!
