What is different after the fourth time?
The news is all good. Once you have been through this gate four times, and solved the panel puzzle four times, the gate is no longer locked by a puzzle -- either on the outside, or the inside. Approaching the gate from the outside, just click on the gear panel and the gate will open. From the inside, just click on the puzzle panel, and the gate will open. (By this time, you've "done your time"!)
