Where's the cultist church?
1 of 4: It's in Needles.
2 of 4: Make sure you check all of Needles. Take a look at the larger scale map (walk outside of Needles) and compare that view to your knowledge of the town.
3 of 4: Needles is basically a square. In the upper left corner there's the police station, doctor, etc.
4 of 4: The cultist headquarters is in the upper left quarter.
