1 of 4: Well there's no way you can climb over a fence like that.
2 of 4: So if you can't go OVER the fence maybe there's another way...
3 of 4: Like going THROUGH the fence.
4 of 4: Use TNT/plastic explosives/etc. on the fence. Alternatively, you can hack through using the proton axe.
