First Method
1 of 4: Which group of people (apart from the Desert Rangers) would do the most exploring around the wasteland?
2 of 4: The people of Quartz, Needles, The Ag centre, etc have no reason to leave their towns. But there is one group who lives by scavenging.
3 of 4: Go to Savage Village. Speak to the junkmaster.
4 of 4: Cochise is in the very northwest. However you need to "officially" find Cochise before it appears.
