Oil Refinery
Really only useful if you need oil quickly, or the oil patch is in a remote location, Refineries will increase oil production by 25. Tankers will also go back here to unload their oil if it's closer than a Shipyard. When mounting attacks on the enemy shoreline, you can pretty much leave these alone until the end of the battle.
