1 of 3: Triss will give you this "Quest" at the beginning of the chapter.
2 of 3: You can advance it by making various decisions and talking to people during the game. You can't really avoid advancing it.
3 of 3: In this chapter, you'll advance the quest during the Posh Reception quest (talking to Thaler) and near the end of the chapter when you deal with the Werewolf.
