1 of 4: You'll only have one shot at this -- the final Dice Poker player is King Foltest, in Chapter 5.
2 of 4: Once you talk to Foltest in his private chambers, if you've beaten all the other players he will challenge you to a game.
3 of 4: You can win or lose 3-4k Orens in this game, so save before you talk to him. Whether you turn down his game when he offers, lose, or beat him you'll never be able to play him again, so always bet the max amount. It's even worth intentionally losing one of the three rounds so you can make more money.
4 of 4: If you manage to win, you'll finally complete the quest, which will net you some experience plus all the money you made playing.
