1 of 4: Ask some other people what they think about the situation.
2 of 4: Talk to the group of nobles, the group of peasants, Zoltan and Dandelion, and the dwarf group near Zoltan to quickly get to the cut-scene where you have to decide Stennis' fate. (Note that as you talk to those people, you'll get new objectives and quests, but there's no need to do them.)
3 of 4: During the cut-scene, you'll eventually be asked to decide whether Stennis should die for his alleged crime or be given a fair trial.
4 of 4: If you sentence him to death, this quest will immediately be finished. Otherwise, you'll get the "Obtain some of Henselt's blood" objective.
