Go to the prison barge. Follow Triss.
1 of 4: Follow Triss to the prison barge's guarded ramp, then talk to one of the guards.
2 of 4: If you agreed to a deal with Loredo when you talked to him, the guards will let you by. Otherwise, you'll have to threaten or bribe them to get by.
3 of 4: Go up the ramp past the guards, then look for a nearby ramp that leads down into the ship's hold.
4 of 4: Head to the back of the hold to find the elf you're looking for.
