At a Crossroads: Vernon Roche
1 of 3: Head back to Flotsam and look to the left (west) of the inn for some guarded stairs.
2 of 3: Go up them and open the door, then talk to Roche at his desk.
3 of 3: If you're sure you want to commit to siding with him for the rest of the game instead of Iorveth and the Scoia'tael, say that you'll do it his way when the option comes up. That'll get you the "Death to the Traitor!" quest.
