How can I give Ma Anathe a sign from the mountain?
1 of 4: Wait until you actually get to the mountain. Then you'll have a better idea of how to give her that sign.
2 of 4: See the questions about getting the boat to launch if you haven't found the mountain yet.
3 of 4: Once you get past the guard (covered in another question), just keep walking up the stairs. The answer should be obvious.
4 of 4: Take the "under construction" sign from the staircase and give it to Ma. That's all you need to do.
