1 of 3: Yes, in fact you will need to repeat your last process.
2 of 3: Grab the tongues of the two statues with your grappling hook and pull each one in turn to belt the block of ice that is blocking the stairs down to the basement.
3 of 3: Once you've done so, you can descend into that basement.
