Bioshock Hints
Put the Ionic Gel in the EMP Bomb.
1 of 2: Head back to the workshop area, but be wary -- there are probably some new splicers in the workshop rooms that you'll need to watch out for. (See the New Workshop Enemy Tips.)
2 of 2: Return to the secret workroom and put the gel into the EMP bomb by going up to it and hitting the Use key.
