Obtain a rod of fire from Owain.

1 of 4: Go to the central stockroom area and talk to Owain.
2 of 4: Tell him you want a rod of fire, and he'll give you a permission form for it.
3 of 4: Get the form signed by doing the "Find a senior mage willing to sign a permission form for a rod of fire" objective.
4 of 4: Return to Owain and give him the signed form to get the rod of fire.
