Find a senior mage willing to sign a permission form for a rod of fire.

1 of 3: There are three senior mages who can do the form-signing for you: First Enchanter Irving, Senior Enchanter Leorah, and Senior Enchanter Sweeney.
2 of 3:
Use the two large white exclamation marks on the game's area map to help you find Irving and Leorah, and look for Sweeney in the library.
3 of 3: TIP: Get either Sweeney or Irving to sign the form, then do Leorah's quest so you can get some potions as a reward.
