1 of 3: You get this quest by finding Tobrius' documents while doing the "Birthright" quest. (Note that this only happens if Carver is your surviving sibling.)
2 of 3: Travel to the Gallows region on the Kirkwall Day map and find Tobrius at the north end of the courtyard.
3 of 3: Go to Gamlen's house and talk to Carver to finish the quest and get a good chunk of either friendship or rivalry points, depending on your dialogue choices.
