To get this quest, finish the "Birthright" companion quest, then accept the "Loose Ends" letter that's on the writing desk in Gamlen's house. (If it's not there right away, exit and reenter Gamlen's house to get it to appear.)
Who you do this quest for depends on whether you supported Athenril or Meeran during the last part of the prologue.
