How to Frame a Templar
1 of 9: If you persuaded Knight-Captain Cullen to keep Keran on as a templar in Act I's main plot quest "Enemies Among Us," you can get this quest from Mistress Selby's board after you finish the "The Underground Railroad" quest.
2 of 9: There are two things you need to do to get Ser Conrad in trouble.
3 of 9: One is to travel to the Hanged Man pub on the Kirkwall Day map and talk to Ser Roderick, who's standing near the bar.
4 of 9: Choose any of the available lies about Ser Conrad to get Ser Roderick to report him.
5 of 9: The other thing you need to do is go to the Gallows region and frame Ser Conrad for misappropriating a lyrium shipment.
6 of 9: Find the Harbormaster's Assistant near the weapon and armor shops, then stand and listen to him talk about the lyrium shipment.
7 of 9: After he's done talking, look on the crates a bit east of him to find a delivery order.
8 of 9: Activate it and choose to write in Conrad's name, then go talk to the dockworker who's in the SE corner of the courtyard.
9 of 9: After both of those things are done, you can return to Mistress Selby to get your reward. You can also check her board for a thank-you letter from "a friend."
