1 of 3: You get this quest by getting the fine dwarven trousers from one of the dwarven mercenaries in the Gallows Dungeon while doing the "Dissent" companion quest.
2 of 3: Go to Hightown during the day and look for a guy named "Impeccable Bulf" in the center of the market area.
3 of 3: Talk to him to hand the trousers over and get 1 gold coin and 750 XP.
