How do I deliver it to her?
1 of 7: Get her to become a follower if you haven't already, then talk to her.
2 of 7: Ask her to tell you about herself, then ask who Father Elijah was to her.
3 of 7: Ask where he is now, then say that you want to discuss other things. You can then tell her that you found Elijah.
4 of 7: Tell her of Elijah's fate, then say that you have something to pass along.
5 of 7: After that, ask her to unlock the message. That'll give you the option to keep it for yourself instead of giving it to her.
6 of 7: If you give it to her, she'll gain a special perk that increases her attack speed by 50% and gives her a 25% chance to knock enemies down with every blow.
7 of 7: If you keep it, you'll get the Elijah's Ramblings perk, which increases your critical hit damage (including sneak-attack criticals) with melee weapons by 50%.
