Tell Dean to stay in position and fire off his part of the Gala event.
1 of 3: One way to convince Dean to stay is to threaten to throw him off the roof.
2 of 3: He won't believe you, but you can then threaten to break his legs and leave him there, and he'll believe that. (This is a bad-karma way, but note that your exact karma shift will depend on which dialogue options you choose. Also note that you'll be forced to kill Dean later in the game.)
3 of 3: The good-karma way is to volunteer to finish off all the local ghost people. He won't believe that you can, but you can then say that you'll reactivate the local security holograms to get the "Turn on both Security Holograms to guard the courtyard below Dean" objective.
