1 of 3: After finishing the "Welcome to the Big Empty" main quest, talk to Dr. Dala and choose the first dialogue option to get this quest. (Or pass the Perception 8 check when it comes up.)
2 of 3: After passing the Perception 8 check, keep choosing dialogue options until you're counted as finishing the quest.
3 of 3: Every now and then, you can talk to Dr. Dala and say you're here for a breather to get some drained energy weapon ammo.
