Gain access to the Casino electrical closet and restore power to the rest ....
1 of 7: Don't bother exploring the lobby area very much, since it's mainly a lot of locked doors and collar-beepin' speaker signals at first. (Are you sick of those yet? I sure am!) Check out the few containers that are near the locked exit door, then go through the unlocked casino door.
2 of 7: Stop when you enter. One of those invincible security holograms is just ahead.
3 of 7: Once the hologram is patrolling a spot over to the west of the stairs, you can go up them without it seeing you. If you're careful, you can also sneak over to a vending machine near its patrol route and buy stuff.
4 of 7: If you quicksave and then explore the area past the patrolling hologram, you'll find that there's another hologram guarding the short hallway that leads to the locked electrical closet door.
5 of 7: After the closet door is unlocked and its hologram guard is out of the way, the only remaining obstacle is the hologram that patrols the entrance to that part of the casino.
