Is there any way I can do this quest at a lower level?
1 of 3: If all you want to do is get this quest's unique weapon reward, and don't mind losing Contreras as a merchant, you don't have to be a particular level. All you need is a Science skill of 50+.
2 of 3: Go to the shack's upper floor and hack into the NCR Supply Database terminal so you can download the weapons manifest.
3 of 3: You can now report Contreras to finish the quest and get your reward.
