2 of 3: It's being used by the Lonesome Drifter, whose camp is at secondary location a on the Zone 4 Map.
3 of 3: The drifter is involved in the "Talent Pool" Strip faction quest, so it's best not to kill him. Instead, pickpocket the gun from him, or talk him into giving it to you while doing that quest.
