1 of 3: This unique bandana has the following property: Perception +1.
2 of 3: It's being worn by Jessup, who's holed up in the Boulder City ruins. See the "Boulder City Showdown" NCR/Great Khans faction quest.
3 of 3: If you want his bandana despite the fact that it's no better than most common caps, you can either choose an option on the above quest that ends in Jessup's death, or you can pickpocket the bandana from him after choosing to negotiate.
