Go to the New Vegas Strip's central section and look for Walter and Ethel Phebus near the Las Vegas Boulevard Station. Talk to both of them to get this quest's first two objectives. (Pass a Barter 70 check with Walter if you can to raise your fee to 400 caps.)

- Heck Gunderson's dead. Talk to Walter about this.
- Take care of Ted Gunderson for Walter Phebus.
