Exit out to the east side of the Dam.
1 of 3: If you're in Hoover Dam Power Plant 01, go back through the door that leads to the offices area, ready to fight or flee from a bunch of hostile NCR soldiers.
2 of 3: Use the local area map and quest arrow to make your way north to a room with a door that leads to a guard tower.
3 of 3: Exit the guard tower to finish this objective.
