Destroy the dam generators.
1 of 4: Leave the control room and turn right. At the hallway intersection, turn right again.
2 of 4: Keep going down the hallways to reach a door to the Hoover Dam Power Plant 01 area.
3 of 4: Kill the Legion soldiers that attack as soon as you enter, then find the West Power Plant Control Box that's (ironically) on the east wall.
