Report back to Mr. House.
1 of 2: Return to Mr. House and tell him that you're ready to go to the dam.
2 of 2: NOTE: If you're not really ready to go, you can say so when the game brings up a prompt window. Do that if you need to get your equipment in order. For instance, besides your most powerful armor and weapon(s), you'll want to take lots of mines, a scoped weapon for sniping, and at least one stealth boy. Also, you might want to do the "Oh My Papa" Great Khans faction quest in such a way that the Great Khans agree to help at the dam. Another good quest to do is the "For Auld Lang Syne" follower quest, which gets you help from the Remnants at the dam. When you're ready, talk to Mr. House again to go to the dam.
