1 of 3: Go to Hoover Dam (location 45 on the Zone 2 Map) and enter the visitor center.
2 of 3: Use the elevator that goes to the Hoover Dam Power Plant 01 area, then turn right and go down the hall to find a door to the offices area.
3 of 3: The first door on the right after you enter the offices area is the colonel's office. Talk to her to get your next objective, plus permission to do merchant business with Quartermaster Bardon (who's in a room on the west side of the west section of the offices area).
